ATMs are widely available in Vietnam. The maximum amount you can withdraw in 99% of the ATMs is 2.000.000 Dong and there is a commission when you withdraw money. The commission is usually 20.000 or 30.000 Dong / withdrawal.
Money exchange is done in every bank BUT there is a catch banks will only exchange foreign currency into Dong and not the other way around. We were walking around for a good hour checking with every bank we could find because we wanted to exchange Dongs into US Dollars.
After asking around we learned that we have to go to a money exchange shop to do this. We managed ti find the main tourist office where there is a dedicated money exchange desk. They charge 6% commission on every transaction.
This tourist office is located right next to the lake on Đinh Tiên Hoàng Road close to the Legend Bar opposite to the KFC. Also there is a Citibank ATM right next to the tourist office where you can withdraw more than 2.000.000 Dong at once and the commission is 20.000 Dong.
